Also note that I find it extremely confusing that we are using tests.yml and
gating.yaml (different suffix) in the same repos to have CI based gating.
Yeah,
this really should be unified - or possibly at this stage made interchangeable
(eq. supporting both yaml/yml in both places) to reduce the number of instances where
people shoot their own foot like this.
