Fedora can learn a lot from openSUSE here. In openSUSE the frustrated
user submits a merge request, and it gets looked at rather quickly,
since merge requests are rare while Bugzilla comments are common.
There's absolutely no need for a packager to be willing to give others
access to his package (though in openSUSE, groups of maintainers
maintain groups of packages, which probably works better since there are
more people to respond).
