All kudzu is doing is running the ethtool 'tell me what driver you have'
ioctl. Which shouldn't really care one whit about the card's state.
ethtool only works rationally for several cards if the interface is already
up (and preferably has been for a few seconds). I'm not sure what needs
changing for our boot behaviour but that is the reality.
