What about updates that were in "submitted to stable" state? Don't they
deserve the final push? I'm talking about this one in particular:

It waited to be pushed to stable for 17 hours only to be made obsolete
at the last step. It doesn't seem fair to me.
I thought there was supposed to be a final push... I guess that didn't
happen this time?
