Well, I think that, in the absence of a real portability fix, building the
package (with SSE3, or in general the minimum instruction set it supports)
is better than ExcludeArch.
The goal of the portability policies is to make our packages useful to an as
wide range of users as possible. If we interpret them as meaning that
ExcludeArch is preferred to shipping a package that requires something like
SSE3, they become counterproductive.
