Paging mitr and the "Fedora Base Design"!
The base design component the revamp proposal from FUDCon Lawrence
focused on better change coordination for the "base"; I don't think it
implied that the "base" part should be shipped, or even necessarily
useful, stand-alone.
There are other proposals being worked on by other people that go in
that direction, though :)
