They have some valid reasons for wanting to avoid the risk of rendering
machines inoperable or insecure because something didn't start, but I
have to agree with you that the half systemd, half sysv init thing is
pretty damn fugly.
If I'm not mistaken you can file a ticket with Fesco asking for
exception for allowing this to be pushed into F15 of course they might
require you to have this lingering in update-testing for some extra time.
