That's look like a problem betwee F11 and F12:
% rpmdev-vercmp nss-softokn-freebl-3.12.6-1.2.fc11.x86_64
nss-softokn-freebl-3.12.4-19.fc12.i686
0:nss-softokn-freebl-3.12.6-1.2.fc11.x86_64 is newer

In F11 nss-softokn-freebl is a subpackage of nss, thus always updated
together with it. In F12+ nss-softokn-freebl is a subpackage of
nss-softokn, which stayed at 3.12.4.
