Noone except the packager would be affected by the override, until
libfoo hits the proper repos.
It can be done, but it has a much higher cost. More releng time to
create the one-off buildroot, more buildsystem time to generate repodata
from scratch for the new buildroot, more developer time to remember to
build into a specific target, and lots more moving parts that can go
wrong.
