How did this happen? Is it "expected" even if I don't understand it?
Is it a bug somewhere?
It seems, the package maintainer himself updated to 1.9.1 and uploaded
the new sources in about the same time (maybe slightly later) you
opened the pull request.
https://src.fedoraproject.org/rpms/doxygen/commits/master
That probably led to the confusion. Lookaside cache is not populated
just by opening a pull request :).
