I don't think this is quite true, since it looks like the contents
of /etc/bash_completion.d are installed by various RPMs. Maybe this is
what's causing confusion.
Packages may drop bash_completion files in /etc/bash_completion.d and
not require bash-completion. So they own that dir. To enable
bash-completion fully, install the bash-completion package.
I still think this is a users list question though. :)
