I agree with what poeple said on IRC: involving all those maintainers
is mostly a waste of time. Better to just run a script to fix those overnight,
and than deal with any fallout.
This can bring bugs because, as noted in the orignal message, some
people use to change wrong permissions coming from %install section.
The real fix would to remove them locally, scratch-rebuild them, check
no file permissions changed against the latest build and only then push
the changes into dist-git.
