In that case, they were always supposed to make those event sounds, there

a settings change, it's a bug which got fixed / worked around.
OK, so the undoing of my configuration happened earlier than I thought, but was
masked by that other bug.

You can run "systemsettings" from a terminal or a "run command"
interface.
I could probably have googled up that name. It might even have been slightly
less trouble that way – or it might not. It would definitely have been much
easier if it had been called "kde-settings". Then I would have found it with
two presses on the Tab key.
(I think we should reconsider the decision of having KDE's System
Settings
only shown in the menu in KDE/Plasma sessions, I'll bring this up in our
KDE SIG meetings.)
Please do, and please call it "KDE Settings", or at least something with a K.
Nobody will understand that it's the KDE settings program if "System
Settings"
appears on the System → Preferences menu in Gnome.
