I think you miss my point. Where consistency across architectures is
desired, %{_libdir} isn't an option, so in the absence of an exception
the guidelines force people to use libexec.
Please re-read my email to see how I addressed your concerns in my first
paragraph. This paragraph was to show how my email was responding to the
context in Adam's email.
