The policy of "No flags" solved the problem enough for RHT and RHL so
that it was distributable and RHEL was sellable into China. Anything
less than that policy is going to be up for debate as to if it "solves
the problem".
If China was the problem, why not name names here? (or even better in
the policy itself)
In my mail I gave an example that is not addressed by the proposal.
