Simple kde player included in kdemultimedia-extras (noatun) won't

without rebuild.
This is not true. Noatun from the default Fedora package can play MP3s here. I
think akode-extras and/or kdemultimedia-extras-nonfree (both from Livna) is the
magic package here.
K3b is in distro too. Although I have libmad installed (freshrpms),
k3b
complains that no support for mp3 decoding can be found. So I guess, k3b
should be rebuilt with libmad-devel in order to use this feature.
You need k3b-extras-nonfree from Livna.
We provide foo-lib. There's some package that can be rebuilt with
foo-lib and
gain some extra features, but we don't do this.
Is it really the best solution?
That's what plugins are for.
In other cases, there may be other solutions, for example ld.so.conf library
overrides. This is what freetype-freeworld (approved for Livna, waiting on
account creation) is doing for libfreetype, the proprietary graphics card
drivers for libGL etc. There's even a package within Fedora doing that, though
of course not for legal reasons (ATLAS, which replaces the unoptimized
reference implementations of BLAS and LAPACK that way).
And then there's always the solution to have a new package like
audacity-nonfree which Conflicts: audacity. But if a plugin package can be
provided instead, that's much preferred.
