Ignoring the question (for now) of whether SPDX identifiers will be
allowed in f37 and older branches, can you clarify “after F38 branching”?
If the Change is targeting F38, then it seems like SPDX identifiers
should be allowed in Rawhide after what I think would generally be
called “F37 branching,” that is, after Updates-testing Activation[1] for
F37 is done and Rawhide corresponds to F38. Is what you meant?
If packagers truly can’t use SPDX identifiers until “F38 branching”
(Updates-testing Activation for F38, Rawhide is F39), then that seems
pretty late if you want to see any practical impact from this Change in
the F38 release.
