If it's not in Bugzilla, put it in there. If it's in Bugzilla, step on
people's toes until they react ;-).
You do know, that would make the reporter look like a nerd. In the
case of Perl, it's even a report from someone at Red Hat. One year old
by now, without any comment from the person it's assigned to:

Putting this fix in an unrelated
package is not the right thing to do.
The only alternative is to publish packages without a work-around,
which makes them look broken due core packages are broken. I can live
with that. But it is a poor decision nevertheless.
