ethtool only works rationally for several cards if the interface is already
up (and preferably has been for a few seconds). I'm not sure what needs
changing for our boot behaviour but that is the reality.
But the ioctl has *nothing to do with the card state*. It doesn't touch
any registers, all it does is look at a driver-internal field.
