That's not true. Have you ever looked at the %cmake and %cmake_kde4 macros?
How are they different from %configure? By being in cmake resp.
kde-filesystem rather than redhat-rpm-config? That's just a Fedora
packaging decision and it may change in the future, it has nothing to do
with the build systems' design.
