If you're dumb enough to 1) remove all the keys without putting a new key
in, and 2) leave secure boot enabled, sure. I'm not sure that's a case worth
solving for.

Your explanation and Greg's made that clear to me, thanks. I see how
that doesn't make any sense now, except in cases where the secure boot
cannot be disabled, but keys may still be removed.
