The solution can be
dnf --setopt=module_platform_id=platform:f30 system-upgrade download --releasever=30
which I can put in fedora-upgrade(8) script, but will be PITA for official upgrades.
Supposedly this will be fixed in this PR[1], but I don't know how it
will be... Nothing indicates to me how this is getting populated. :/
