"state/transition-model" a package has to live through.
Such a model then should be reflected into a couple of web-forms,
allowing package uploads, check-boxes to send packages to their next
state etc. etc.

The package submission & QA process in bugzilla is not complicated and
is close to a "simple state/transition-model" already.
package request -> QA keyword -> reviews -> PUBLISH keyword
-> release manager builds binaries -> PENDING state ->
-> packager/reviewer verifies binaries -> VERIFIED state
-> release manager publishes binaries -> CLOSED state
But none of that gets rid of the reviews, the more complicated and
time-consuming part of the process.
