In LANG=en_US.UTF-8 which is the default, both 'A' and 'a' sort
before 'B' and 'b'.
The messed up part, in my mind, is that they actually implemented it
correctly. Last time I checked, the Perl authors had given up on ever
getting it to work correctly... (probably scared to hurt efficiency
and/or break existing programs)
