That's... impressive.
The problem is that those policies don't prevent regressions from happening.
Bad stuff DOES slip through testing occasionally. In a perfect world,
updates-testing would be a magic oracle to the question "Does this update
introduce any regressions?" In practice, such a magic oracle doesn't exist.
