/srv is ridiculous from any sane interpretation. It got in purely because
the people actually doing useful work accidentally briefly got outnumbered
by people with no experience and opinions when it was voted on
is providing a particular /srv layout ??? the FHS forbids them to
expect a
particular layout. That includes an empty /srv.
