Unless the installer is not going to ask any questions or give any
information, language and keyboard are needed for input/output during
install.
It also needs to ask for all kind of installation partitions, where to
make room if disk is full, where to install the bootloader and ...
should not blindly install a waggon load of packages, a user doesn't
want and will have to uninstall manually ;)
