As far as I know there are no special requirements for 0.29.x that prevent
it from being built for F23.
I've emailed the package maintainer with my request.

There are several 0.29.x rygel builds:

Judging by the version numbers, perhaps fedora 23 won't be getting the
0.29 branch.
