Michael would you accept an "ignore_interfaces" or something along
those lines to the settings file along with a patch to the network
setup scripts? If so I can probably do the patch at home one night

Yes.
How about calling it unmanaged True/False and putting it on each
interface rather than keying off the name. Default=True.
