The dep actually isn't new, it was added (according to my buddy
`git
blame`) 4 months ago in response to this[1] issue because users were
expecting to be able to install gems with cfntools.
You're right that this should have been caught earlier, and a nightly
check would certainly help. Sorry I missed the cutoff getting that build
to stable.

I'm puzzled because I dimly recall the conversation about wanting to add
this and we chose not to? Surprised to see it in after all.
