I'm not sure when this started -- I wish I'd caught it before the f21 release.
We should have a nightly test check of some sort which alerts when new packages are pulled in via dependency to the nightly image builds.

Okay, we can do this in automated way.

The dep actually isn't new, it was added (according to my buddy `git blame`) 4 months ago in response to this[1] issue because users were expecting to be able to install gems with cfntools.
You're right that this should have been caught earlier, and a nightly check would certainly help. Sorry I missed the cutoff getting that build to stable.

I'm puzzled because I dimly recall the conversation about wanting to add this and we chose not to? Surprised to see it in after all.
