OK. My bad for not getting that iptables was replaced with firewalld.
I read up on the command line and added --permanent --port=nnn/tcp and
all is well.

Fedora 18 introduces a lot of new features, including a new firewall
demon.

Could you double check that the behaviour is not consistent with
Fedora 18 i386/x86_64 and if so file a bug against the relevant packages?
