I can't realize what is wrong.
I just tried your code (using a patched suds 0.4.1. release on
Windows XP) and that is not the only error returned. What you showed is
just the last in a series of exceptions starting with:

raise HTTPError(req.full_url, code, msg, hdrs, fp)
urllib.error.HTTPError: HTTP Error 500: Internal Server Error
So this actually seems like a server side error. Try comparing the
exact request sent by your suds client with any other means you have to
call the same web service.
The best way I found to detect the actual request content in all
cases is to scan the network traffic with Wireshark.
