fedora-repos ships fedora-cisco-openh264.repo in the default install and the .repo file
has skip_if_unavailable=False. However, the actual repodata the repo points to is missing.
This causes packagekitd to legitimately error out, leading to nonworking software center
in Fedora Workstation.

Please do one of the two:
1) Create empty repodata for the repo and sign it correctly. Having actual openh264 rpms
is secondary, just having a dummy empty repodata would be OK for now.
2) Do a fedora-repos build that removes skip_if_unavailable=False from
fedora-cisco-openh264.repo
