I think the reason for the failure is the RHEL 7.5 release. The architectures that succeed
seem to be delayed in updating to the 7.5 release and still have the 7.4 packages in the
koji buildroot.
The 7.5 update updated the initscripts package from 9.49.39-1.el7_4.1 to 9.49.41-1.el7.
The new version says in the specfile:

Conflicts: redhat-release < 7.5-0.11
This would not be a problem if the redhat-release-server package in the koji buildroot was
taken from the RHEL repo since then this package would provide redhat-release with a
sufficiently high version. However, in koji there is a special redhat-release-server
package in the EPEL 7 build root:
https://koji.fedoraproject.org/koji/packageinfo?packageID=26407
This package is still on version 7.4-1 and Provides redhat-release = 7.4-1, thus
conflicting with the initscripts package from RHEL 7.5.
In order to repair the EPEL 7 buildroot in koji the special redhat-release-server override
package must be updated (or dropped, if the reasons for having the special EPEL koji
version no longer exist). I don't know where to report bugs for this package since it
has no component in bugzilla, nor appears in
src.fedoraproject.org. The latest (and only)
build of the package in koji was done by @ausil.
