[releng] Issue #8609: Unretire telepathy-glib and libgringotts

These two packages got retired recently because of long FTBFS, and now I've checked LXDE spin build status and it is now broken. I've already prepared fixes for FTBFS issue of these packages, and as these are needed for LXDE spin, I want to make these unretired and take ownership for these packages.
