[releng] Issue #8457: ghc-html-conduit has PDC f30 branch but not in pkg git

* Describe the issue
In https://pagure.io/releng/fedora-scm-requests/issue/12403 I requested
a f30 branch for rpms/ghc-html-conduit.
However it was closed invalid because apparently the branch exists (was created?) in PDC.
I can only assume some kind of error happened since this is a recent new Fedora package.
So can you please create the f30 branch for me in pkg dist-git manually?
* If we cannot complete your request, what is the impact?
It will prevent other packages from being built for F30 (also I can't really build for f29 until the f30 builds are in place).
