For the main repositories (fedora-debug-28 and fedora-modular-debug-28) and the update repositories (updates-testing/released*debug-f28) the paths a very inconsistent and make it difficult for MirrorManager to guess which is the right repository.
For the updates repository there was repodata directory at debug/repodata and debug/tree/repodata. As MirrorManager uses the existence of a repodata directory as a hint that it might be a repository it needs to handle, it is based on which directory it detects first, which one becomes the repository.
There were also problems for the main debug repositories because of the 'tree/' subdirectory.
It would be good if future releases could be pushed without the 'tree/' subdirectory for all new repositories to make it consistent and easier to handle.

It's not much and nearly nothing has to be done for it, but I recently met some guy who was not happy about the update (because the software he use is not yet ready for mysql 8), so I decided to made this as a self-contained change, so both people will be more aware of it, and to make some COPR repo and module with mysql 5.7, so user's can decide which one to use.
There was a huge shift of all software to build with MariaDB instad of MySQL, so the only affected group should be really just users of software not yet supporting MySQL 8.
