This has been discussed at the rel-eng meeting today.
We decided to go the route of: when a package is orphaned, the person
orphaning it looses commit and watchcommits ACLs on it (as it is already doing now) and when a package is retired, everyone looses all ACLs on it (which is new).
I was not able to make it to the meeting, but I think removing the ACLs
when a package is unretired would be better. This allows to easier figure out who maintained a retired package previously so one can easier ask the previous maintainers about any issues if it is planned to unretire the package again.
The ACLs are still present, when I said drop I meant marked as 'Obsolete' so you would still see the previous packager of the application, they would just have no valid ACLs on it.
