I think that's defined in the upstream kernel sources as well.
You probably need to update include/linux/nfsd/Kbuild and add the new
file to export.
Some information can also be found in Documentation/make/headers_install.txt.

Thanks for the pointers everyone. I think that's all that was missing.
I've sent Bruce Fields a patch so hopefully it'll be fixed in mainline
soon.
