Your cpu (core 2 quad Q6600) is definitely supported, so I'm about 99% certain
the fault lays with the bios. HP has been notorious about shipping bioses
with broken linux cpufreq support... I'd look for a bios update, and if you
can't find one, yell at HP. :)
isn't there something low-level, driving the CPU/chipset registers directly ?
