That's because the SRPM was imported instead of a fresh CVS checkout.
Why would anyone do that?
You missed all the conversation regarding attempts to import the cvs
content. I proposed creating blank repos, importing the last srpm, and
allowing your team to bring over whatever was deemed still necessary in
the git world. This proposal was accepted and I ran with it. The
theory was that anything missing could easily be added back.
