yeah, that is a better description than I gave. I assumed that what
you have installed is up to date. That might not always be the case.
As Mark mentioned, it will only work for the packages actually in
the
repos, and Fedora only keeps the most current update in the repos, not
anything formerly released. He only included fedora-debuginfo, which
has the packages of the original release, but you probably should use
--enablerepo=updates-debuginfo too.
Or even better, --enablerepo=*-debuginfo
