I am not part of the groups that are at these meetings. Please, consider Bug #1636811 about FreeRadius. It is a simple fix.

Anyone is free to show up to these meetings (and any other Fedora meeting), but the go/no-go is too late to be considering non-blocker fixes.
You can propose the bug for an FE if you like, by just making it block 'FinalFreezeException', or using https://qa.fedoraproject.org/blockerbugs/propose_bug . But there needs to be a reason the fix has to go into the compose, rather than just going out as a 0-day update: is freeradius included in and usable frm any of the live images, for instance?
There will be a blocker/FE review meeting on Monday, so any proposals will be considered then.

Oh, also, as a packager, you certainly count as part of "Development".

Hi Trever. I'm not sure this violates any of our release criteria, and may be more appropriate to just have as a zero-day fix. If there's a criterion you can see that it violates, you can nominate it as a blocker bug (even if you're not at the meeting).
https://fedoraproject.org/wiki/Fedora_29_Final_Release_Criteriaa
If it doesn't seem to be a release blocker but affects a significant number of people and doesn't seem to be getting attention, consider nominating it as a prioritized bug instead:

Good news! You can propose it yourself here and it will be considered:
