Because they still have a main admin?
If that main admin was "orphan", you would not see that button.
And in the case of these two packages:
- publican-fedora has not been orphaned nor retired
https://src.fedoraproject.org/rpms/publican-fedora/
https://pdc.fedoraproject.org/rest_api/v1/component-branches/?global_comp...
- gdesklets has not been orphaned but seems to have been retired
https://src.fedoraproject.org/rpms/gdesklets/

Or better , when the package is retired by some rules like FTBFS or
RetirePython2 , the package should be also orphaned . To allow other
packager adopt it (IMO).
We have a cron that runs monthly and orphans all packages that have been
retired.
Looking at its last run, it should have processed gdesklets:
- Orphaning rpms/gdesklets from sergiomb
- Removing access on rpms/gdesklets to sergiomb
I'll try to debug why it did not.
Thanks,
