Well, it's not going to work out of the box, but neither is
net booting without hacks. I suppose you'd need to modify
mkinitrd.

What's the
defined interaction? Is it possible for hotplug to trigger but not udev
or vice versa?
hotplug is called by the kernel, hotplug then calls udev, which
then calls dev.d scripts.
