How did you install lxqt?
It seems the comps group installs lxqt-policykit, which should
hopefully handle asking you things like these.
So, I would suggest:
sudo dnf install @lxqt-desktop
(This will ensure you have the entire desktop installed). If that
doesn't fix things, try filing a bug on lxqt-policykit:

Hope that gets you closer to things working as you would like.
