After doing the excludearch ppc, I have to bootstrap a build of mono
which uses it's own binaries. Unfortunately, I'm seeing

Is this a problem on koji?
People have seen "permission denied" when they try to run a program that
isn't actually present in the buildroot. Are you sure "mcs" is present
in the buildroot, and in the path? Perhaps a missing BuildRequires?
