after a discussion with upstream, I will be moving tcpdump binary from /usr/sbin to /usr/bin, similar to how wireshark does this. If you can think of any reason why not to do this, please let me know.

Please provide a compat symlink to ../bin/tcpdump though. People occasionally use the full path to various utilities (in scripts, or in systemd units, in makefiles, etc.)
