We stopped supporting big-endian ppc64 a few releases back, so
probably at that point the big-endian qemu executable was dropped and
the little-endian one was given the 'ppc64' name.
there is a single qemu for both ppc64 and ppc64le guests
regarding the original issue, I think it might be a deficiency in the
full emulation of power9 cpus in qemu
